UCircle Child Safety Standards & Anti-CSAE Policy

UCircle is a real-identity community business network. The safety of children is a responsibility we take with the utmost seriousness. We have a zero-tolerance approach to child sexual abuse and exploitation (CSAE) and child sexual abuse material (CSAM) anywhere on our Service. This policy sets out our standards, how to report violations, how we respond, and how to reach our Child Safety Point of Contact.

This policy applies to all users and all parts of the Service — messages, groups, circles, channels, profiles, media, voice notes, business pages, and any other content or conduct.

1. Zero-tolerance standard

We strictly prohibit child sexual abuse and exploitation (CSAE) in any form. Any account found engaging in CSAE will be immediately and permanently removed, the content removed, evidence preserved as required, and the matter reported to the appropriate authorities. There are no exceptions and no warnings for this category.

2. Definitions

• Minor / child: any person under 18 (and any person treated as a minor under applicable local law).
• CSAE — child sexual abuse and exploitation: any act that sexually abuses, sexually exploits, or endangers a child. It includes the conduct prohibited below.
• CSAM — child sexual abuse material: any depiction of a minor in a sexual context, in any medium. Possessing, creating, requesting, sharing, or facilitating CSAM is illegal and absolutely prohibited.
• Grooming: building a relationship or trust with a minor (or someone believed to be a minor) to enable sexual abuse or exploitation.
• Sextortion: threatening to share intimate or sexual content to coerce a minor into providing more content, money, or other acts.
• Sexualization of a minor: any content or behaviour that depicts, describes, or treats a minor in a sexual manner, including via editing, AI generation, captions, or roleplay.

3. Prohibited conduct (absolute)

On UCircle it is absolutely prohibited to:

• create, request, share, link to, promote, or store CSAM of any kind, real, edited, drawn, or AI-generated;
• sexualize a minor in any content, message, caption, or roleplay;
• groom a minor, or attempt to — including seeking sexual contact, requesting sexual content, or sexual conversation with a minor;
• sexually extort (sextort) a minor;
• arrange, facilitate, or promote the sexual abuse, exploitation, or trafficking of a minor;
• seek private or secret contact with a minor, attempt to isolate a minor from guardians or trusted adults, or move a minor to another platform for any of the above;
• share a minor's private/personal information to enable harm, or solicit such information for that purpose.

4. How to report CSAE

If a child is in immediate danger, contact your local emergency services first.

• In the app: use the in-app report option on any message, profile, circle, or channel to flag CSAE/CSAM. Reports of this kind are treated as the highest priority.
• Child Safety Point of Contact: email info@ucircle.net (see §7). Use this for child-safety reports, including notifications from platforms or authorities.
• To national authorities: you may also report directly to a child-protection authority. In the United States, reports can be made to the National Center for Missing & Exploited Children (NCMEC) CyberTipline at report.cybertip.org. In Vietnam and other regions, report to the relevant local authority or child-protection hotline.

We do not require you to investigate or collect evidence yourself — please report and let us and the authorities act.

5. How we respond (addressing CSAM)

When we obtain knowledge of CSAE/CSAM on the Service, we act in accordance with this policy and applicable law. Our response includes:

• prompt review of the report — we prioritise CSAE reports and aim to act on them quickly (target: within 24 hours);
• removal of the offending content;
• preservation of relevant evidence as required by law;
• permanent termination of the offending account(s);
• reporting confirmed CSAM to NCMEC or the relevant regional/local authority (see §6); and
• cooperation with law enforcement and lawful requests.

6. Compliance with child-safety laws

UCircle complies with applicable child-safety laws and regulations in the jurisdictions where it operates, including Vietnam law. We maintain a process to report confirmed CSAM to NCMEC or the relevant regional/local authority and to respond to lawful requests. We monitor evolving child-safety law and update our practices accordingly.

7. Child Safety Point of Contact

We designate a Child Safety Point of Contact to receive notifications about CSAE — including notifications from Google Play — and who is empowered to speak to our enforcement and review procedures and to take action:

8. Prevention and minor-safety by design

Beyond responding to reports, we work to prevent harm:

• Real identity. UCircle is built on real identity (via Uniton ID), which raises accountability and deters abuse.
• Anti-grooming rules. Adults must never seek private or secret contact with a minor, request or send sexual content involving a minor, or attempt to isolate a minor from guardians or trusted adults. Violations are enforced under this policy and the Community Guidelines.
• Minor accounts are protected by default. Where minors are permitted, their network/visibility is private and non-overridable, and people-discovery is limited (exact-handle only; no fuzzy people-search), reducing unsolicited contact.
• Age of use. The Service is intended for users aged 16 and over. A guardian-consented program for younger users is not enabled at launch and, if introduced later, will be governed by additional youth-safety controls and a separate review (see the Children's & Teen Privacy addendum).
• Reporting and blocking are available throughout the app so users can act quickly.

9. Standards alignment

Our child-safety standards are informed by global best practices, including the Tech Coalition's standards for combating online child sexual abuse and exploitation.

10. Governance and review

We review this policy and our child-safety practices regularly and after material changes to the Service or the law. Staff responsible for safety enforcement operate under defined review procedures.

11. Changes and contact
